School Management Committee (SMC)
• As per the Section 21(1) & 21 (2) of right of children to free & compulsory Education Act, all schools shall constitute School government Management Committee of the elected representatives of the local authority, parents and guardians of children admitted in such schools.
• Parental involvement in children's education is largely believed to lead to improved learning outcomes.
• The level of involvement can very from providing a secure home for children, maintaining healthy parent-teacher communication, parents volunteering to involve in the governance of the school.
• School Management committee (SMC) is a form of community interaction & involvement in school functioning.
• The ideas behind the formulation of SMC is to involve communities to take an active role in the planning, implementation & monitoring of developmental programs for the school.
• When Indian parliament made education a fundamental right of Indian citizen, it was very much aware critical role of parents in education of their child as well as in performance of institution for delivering the same. That is Schools.
• Accordingly section 21 of the right to Education Act mandated the formation of school management committee with 3/4th representation of the parents.
• SMC constituted under the right to Education Act 2009 place an important role in ensuring accountability in Indian education system especially in government schools.
• The act envisions the as a decentralized governance model which numbers them to keep track and monitor functioning of the schools and overseas that the school grants are used effectively.
• The SMC constitute of representatives of the local authority parents or guardians of students and the principal and the teachers of the school.
• 3/4th of SMC members must be parents or guardians and off must be women.
• SMC play a pivotal role in developing the tri annual school development plans and annual work plans for the school in every district and subsequently for every state of India.
• RTE act also highlights the critical role of parents as part of SMCs for developing a sense of ownership towards good education of their child and for strengthening and improving performance of schools in India.
Section 21
1. A school' other than school specified in sub clause (4) of clause (n) of Section 2, shall constitute a school management committee consisting of the elected representatives of local authority, parents or guardians of children admitted in such school and teachers:
• Provided that at least 3 by 4th of members of such committee shall be parents or guardians.
• provided father that proportionate representation shall be given to parents or guardians of children belonging to disadvantaged group and weaker section.
• Provided that 50% of members of such committee shall be women.
2. The school management committee shall perform certain functions namely:
• monitoring the working of the school.
• preparing and recommend school development plan.
• monitoring the utilization of the grants received from the appropriate government or local authority or any source.
• performing such other functions as may be prescribed.
Section 22
1. Every school management committee constituted under subsection one of section 21 shall prepare school development plan in such a manner as may be prescribed.
2. The school development plan so prepared under subsection one shall be the basis for the plans and grants to be made by the appropriate government or local authority as the case may be.
Composition of SMC
The RTE act has specified the following:
• 75 percentage of the SMC must be composed of parents or guardians.
• Women are to constitute 50 percentage of the SMC membership.
• The parents and guardians who constitute 75 percentage of the SMC will be selected or elected in a meeting of school parents.
• Parents of children of the weaker and deprived sections so also the parents of children with 3 different levels (high, medium and low) of achievements shall be represented adequately.
• the remaining 25 percentage would be formed from locally elected representatives, management members, head teacher, teachers, educationist and child development experts.
• 2 students from the school are to be co-opted as non voting members of which one at least must be a girl.
• The chairperson of the SMC in government schools will be elected from the parents. In aided schools the chairperson will be a management representative.
• The head teacher of the school will be the member secretary and will conduct the meetings of the SMC. These should be held at least once a month.
• The SMC is to be constituted within 3 months of the new academic year and reconstituted every 2 years.
Functions of SMC
• Monitor the enrolment and attendance of all children from the neighborhood.
• Monitor the identification and enrollment of disabled children and ensure that they are provided with the facilities and materials till completion of elementary education.
• Monitor the implementation of the midday meal and other government school schemes.
• Monitor the maintenance of norms and standards prescribed in the schedule which would include classrooms, school facilities, teacher people ratios, etc..
• Monitor the attendance and punctuality teachers.
• Monitor the utilization of grants from government and other sources.
• Prepare and recommend the school development plan.
• Teachers are not handling private tuition or education activities should be ensured.
• Ensure teachers are not assigned other duties except census, disaster relief activities, local self government or state government or parliament election.
• Arrange additional coaching classes for children who needs special care and compensatory classes for children who gets late admission or who lack behind in studies. Also make it sure whether class PTA or mother PTA etc are
conducted.
• Prepare an annual account statement of income and expenditure of the fund of the committee for school.
